Item Eficacia en la exaltación del espíritu marinero a bordo del velero Cuauhtémoc: modelación y análisis(Revista del Centro de Estudios Superiores Navales, 2022) Gorráez Meraz, CarlosThe Tall Ship Cuauhtémoc was conceived for the Exaltation of the Seafaring Spirit of the future leaders of the Mexican Navy, but this expression, being a motto and mission, although popular among the Institution’s personnel, is somewhat subjective, since there are no investigations that explain and deepen into its meaning, or else determine if trips aboard the tall ship are effective in obtaining the expected results. The goal of the study was to model and analyze the effectiveness in the Exaltation of the Sailor Spirit (EEM) on board, for which, the concept was equated with the so-called Sail Training; then the EEM Model was built and measured, whose transformation capacity is given by the change in the established constructs. Tools to do the measurements was applied in two phases, at the beginning and at the end of the MMXXI «Bicentennial of the Mexican Navy» Sail Training, complemented with a survey at the end. The results confirm a positive evolution between the first and second applications, which shows that, based on the definition of the Exaltation of the Seafaring Spirit, the experience obtained by complete a Sail Training aboard the B.E. Cuauhtémoc, effectively transforms the intimate character of the seafarer being, thanks to the significant strengthening of personal development, seafaring skills and social skills of each individual, as essential tools that allow them in the future to be competent people adapted to their environment, thus promoting the exercise of authentic and effective leadership.Item La plataforma continental de México, una oportunidad para extender los intereses marítimos(Revista del Centro de Estudios Superiores Navales, 2022) Alvarado Juárez, MiguelMexico was the first country to get the Continental Shelf Limits Commission to authorize it to extend the Continental Shelf (PC), up to 350 Nautical Miles (NM) in the western polygon of the Gulf of Mexico, in the year 2009. It is currently awaiting a favorable resolution for the eastern polygon in that same maritime region. The assertive management and justification has managed to extend the maritime resources of the PC, despite the existence of controversies between the Magna Carta and UNCLOS to define it. In addition to the above, the opportunity prevails to extend the PC in the Pacific Ocean, prior technical and legal procedures, in the vicinity of the largest global deposit of polymetallic nodules discovered to date. The Secretary of the Navy (SEMAR), in its capacity as national maritime coordinator, has the resources and capabilities to implement courses of action aimed at justifying the expansion of maritime interests for the benefit of Mexican society.Item De la geopolítica de la pandemia a la diplomacia de las vacunas(Revista del Centro de Estudios Superiores Navales, 2022) Hernández Gutiérrez, José AlfonsoChina and the United States, as authentic geostrategic players, have made the phenomenon of the COVID-19 pandemic favorable, they placed their chips on the world chessboard to play a real exercise of power, the control of the pandemic in the Asian country revealed the dependence that the globalized world has on China, by showing the intermittence of various products manufactured in the East, although the raw materials also ceased to circulate for processing. For its part, the Western hegemon set in motion all its machinery to overcome the inadequate initial control of the pandemic, as it actively participated in the development of vaccines, in addition to monopolizing a significant percentage of the vials produced in Europe and in the United States itself. In this context, the Mexican State in its efforts to contain the pandemic and obtain both medical supplies and vaccines for the population has been a hinge State that must act with great caution and diplomacy to balance the pressures that both superpowers may exert to have greater influence and increase their interests in national territory, using the provision of supplies to contain the global pandemic that will affect us for some time.Item El dilema del ruido y la señal en la generación de inteligencia de fuentes abiertas(Revista del Centro de Estudios Superiores Navales, 2022) Barcelata Luna, AliStrategic intelligence provides the knowledge to determine a State possible actions in order to preserve its security and achieve its national objectives. The confidence that available sources can provide to obtain data that, once processed in the intelligence cycle becomes punctual and opportune information, is of vital importance for strategic decisions; however, in the current era of hyper human connectivity through communication technologies, open-source information is increasingly wide and simple to consult, as well as easier to generate and manipulate. Due to the bombardment of information to which we all are subjected and tempted to consult at our fingertips, it is increasingly difficult to solve the dilemma of distinguishing the noise from the signal (Silver, 2015). The dilemma of distinguishing the noise from the signal consists in finding genuinely valuable and reliable information to reduce uncertainty in decision making among an accumulation of noise generated by fake news, propaganda and post-truth that saturates the information spectrum. Therefore, this essay aims to identify the causes of the noise of disinformation in the use of open-source information for strategic intelligence, in order to contribute to the formation of a virtuous circle that allows enhancing the intelligence cycle with the greatest possible certainty and accuracy, through critical thinking and the scientific method.
