Abstract
El estudio del tema relativo a la reforma energética en México, que fue configurada en el Pacto por México, se pretenden contextualizar los conceptos de la Teoría de la Interdependencia Compleja para
comprender las vías por las que la relación de México con Estados Unidos y Canadá ha sido necesaria para el desarrollo continuado. Esencialmente se plantea el hecho de que, dentro del sector energético,
se han delimitado los lineamientos para la elaboración de un perfil regional en términos de inversión; lo que llevó a cambios estructurales e institucionales para adherirse al marco para la cooperación en
los acuerdos internacionales de los que el Estado mexicano forma parte. También se toma en cuenta el proceso histórico de la propiedad pública, llegando hasta la exposición de los argumentos vigentes dentro
de la ciencia política, entre ellos la intervención de agentes neocorporativistas, gracias a los cuales se hizo posible concretar una decisión tan polémica y a la vez tan incierta, que fue apoyada por la configuración del sistema político de este país y a la aplicación de las políticas neoliberales.
Además, se hace un recorrido por las consideraciones teóricas de los conceptos relativos a las políticas (policies) públicas y al presupuesto, cuya afectación en sentido positivo, dependerá de la adecuada
instrumentación de las acciones que permitan la consolidación de la reforma energética. Estos conceptos de estudio posibilitarán una explicación del por qué ciertos procesos instrumentados por los actores
gubernamentales pueden tener un éxito total o un fracaso considerable.
The study of the topic of energy reform in Mexico, set in the Pact for Mexico, are intended to contextualize the concepts of the theory of complex interdependence to understand the ways in which Mexico’s relationship with the United States and Canada has been necessary for continued development. Essentially the fact that, within the energy sector have defined the guidelines for the preparation of a regional profile in terms of investment arises; which he led to structural and institutional changes to adhere to the framework for cooperation in international agreements to which the Mexican State is part. It also takes into account the historical process of public property, reaching the exposure of existing arguments in political science, including the intervention of neocorporatist agents, through which it became possible to realize such a controversial decision yet so uncertain, which was supported by the configuration of the political system of this country and the implementation of neoliberal policies. A tour of the theoretical considerations of the concepts relating to the policies and public budget is also made, whose involvement in a positive sense, depend on the proper implementation of the actions that allow the consolidation of the energy reform. These concepts of study will enable an explanation of why certain processes orchestrated by government actors can have a success or a significant failure.
