Hacia una nueva conceptualización de paz, defensa y seguridad

Abstract

La evolución del mundo ha tenido como una constante, los múltiples factores que inciden en menor o mayor medida en el mantenimiento de la paz, en el fortalecimiento del sistema de defensa en los países, así como en el fortalecimiento o afectación a la seguridad de las naciones. Para aproximarnos a una visión actual de estos tres conceptos, se establece la clara relación que existe entre los mismos, en donde la guerra es el protagonista tanto para la paz, como para la defensa, y como, a pesar de existir un gran optimismo sobre la eliminación de la guerra con la desaparición del mundo bipolar, resulta evidente que el concepto de defensa activa, aún continúa generando el mismo «dilema de seguridad» que observó Tucídides. La Seguridad, que hace algunos años se centraba en el Estado, ha evolucionado como Seguridad Multidimensional, colocando en el centro al individuo. Con este cambio de postura, también surgieron diversos retos en la materia, y con ello también fueron superadas las capacidades de los países para enfrentarlos de forma efectiva, asignándoseles a sus fuerzas armadas tales tareas. Esta solución representa una amenaza, al securitizar a la seguridad pública, además de demostrarse que no existe una «receta de cocina» para dar una respuesta a estos retos.

The evolution of the world has had as a permanent constant, the multiple factors that influence to a lesser or greater extent in the maintenance of Peace, in the strengthening of the Defense system in the countries, as well as in the strengthening or affectation of the Security of the nations. To approximate us a current vision of these three concepts, it is the clear relationship that exists between them is established, where war is the protagonist for both Peace, and for Defense, and as, despite there being great optimism about the elimination of war with the disappearance of the bipolar world, it is evident that the concept of active defense, still continues to generate the same «security dilemma» that Thucydides observed. The Security, which a few years ago focused on the State, has evolved as Multidimensional Security, placing the individual in the center. With this change of position, several challenges arose in the matter, and with this, the capacities of the countries to face them effectively were also overcome, assigning this tasks to their Armed Forces. This solution represents a threat, by securitizing Public Security, in addition to demonstrating that there is no «cooking recipe» to respond to these challenges.
