Propuestas de políticas públicas para alcanzar los objetivos de la agenda 2030 en la educación superior en México

Abstract

La Agenda para el Desarrollo Sostenible (ADS) 2030 es un plan mundial para la promoción de políticas públicas que deben implementarse para coordinar el fortalecimiento de la economía, el apoyo a grupos vulnerables, el impulso a la sociedad del conocimiento, la reorganización de las instituciones para generar una sociedad más justa e incluyente, así como consolidar una educación de calidad, entre otros objetivos. México aceptó cumplir con dicha agenda, para lo cual ha tenido que llevar a cabo una readaptación organizacional de su sistema escolar, especialmente en lo relacionado con la estructura, las funciones, los métodos de enseñanza-aprendizaje y las metas de la educación superior. Aunque la Asociación Nacional de Universidades e Instituciones de Educación Superior (ANUIES) han reportado significativos avances en la implementación de la ADS 2030, existen múltiples obstáculos y limitaciones que han retrasado la aplicación de sus indicadores, la consecución de sus metas y, por tanto, la obtención de sus objetivos. En este orden de ideas, el presente ensayo plantea una reflexión profunda en torno a cómo se ha llevado a cabo esta agenda en el ámbito educativo mexicano, además de efectuar un contraste con las críticas que diversos investigadores han hecho sobre sus resultados en el período septiembre 2015–marzo 2020. Cabe agregar que también se exponen las recomendaciones y propuestas que varios especialistas e instituciones públicas y privadas han hecho para que en los próximos diez años pueda constituirse un sistema de educación superior sostenible, innovador y transformador a escala nacional.

The Sustainable Development Agenda (SDA) 2030 is a world plan for the promotion of public politics that was implemented to reinforce the economy, the support of vulnerable groups. The impulse of the society of knowledge, reorganization of the institutions to create a more just society and inclusive, as well as to consolidate an education of quality, among other objectives. Mexico accepted to get that agenda, for which Mexico carried on a readjustment of its scholar system, specially that related with the structure, functional, methods of teaching-learning and other goals of higher education. In spite of the National Organization of Universities and Institutions of Higher Education (NOUIHS), have reported meaningful advances in the implementation of SDA 2030, there are exponential obstacles and limitations that have delayed the applied of indicators, the pursuing for its target, and consequential goals, in consequence of the objectives consolidations. For that, this essay promotes a deep reflection around a how has been carried on this agenda in the Mexican educational field, besides of the applied on contrasted critics of different investigators that have done about the results on September 2015 - march 2020 period. As an extra information, that expositions of recommendations are exposed and solutions of different specialists and private and public institutions have been done in the next 10 years so that a sustainable superior education system can be constitute, as well as innovative and transforming education.
