El desarrollo institucional de la Secretaría de Marina desde la perspectiva del poder marítimo

Abstract

El presente trabajo de investigación tiene como propósito, describir el proceso de desarrollo institucional que la SEMAR ha tenido desde su creación como secretaría de Estado, el cual, en primera instancia, integró a todos los elementos que conformaban el poder marítimo del país; posteriormente, únicamente administró a la Armada, poder naval de la Federación; y finalmente, de conformidad a la actual coyuntura nacional, participa como Autoridad Marítima, para fortalecer el poder y desarrollo marítimo nacional. Como resultado, se identificó que el desarrollo marítimo mexicano se ha llevado a cabo en cuatro etapas de la historia marítima de México: a) Integración de la Secretaría de Marina y poder naval de la Federación 1940-1970; b) Reorganización del poder marítimo 1976-1988; c) Participación del poder naval vs narcotráfico marítimo y costero 1988-2006; y d) Fortalecimiento de la SEMAR como Autoridad Marítima Nacional 2006-2018.

This research study has the purpose of describing the process of SEMAR’s institutional development since its creation as a Secretariat of State. In its first stage, it incorporated all components that shaped the maritime power of the country. Afterwards, it just managed the Mexican Navy, the Naval Power of the Federation. Finally, according to the current situation of the nation, it participates as a Maritime Authority to strengthen the national maritime power and development. As a result, it was identified that the Mexican maritime development has been carried out in four stages of the maritime history of Mexico: a) the inclusion of the Mexican Navy and the naval power of the Federation 1940-1970; b) restructuring of the maritime power 1976-1988; c) participation of the naval power versus coastal and maritime drug trafficking 1988-2006; and d) strengthening SEMAR as a National Maritime Authority 2006-2018.
