La política nacional marítima: un nuevo reto de la SEMAR

Abstract

Durante el desarrollo del presente trabajo se pretende abordar cual es el concepto de Intereses Públicos, y la relación que estos tienen con los Intereses Marítimos, así como definir ¿qué son las Políticas Públicas? y como identificar cuando se tratan de políticas con visión de Estado y con visión de Gobierno, cuales son las diferencias principales entre una y otra, así como los fines que cada una de estas persiguen. De igual forma se plantea cual es el origen jurídico del Plan Nacional de Desarrollo y lo que el Estado mexicano pretende alcanzar, asimismo se plantea el hecho de que su aplicación en materia marítima será o no conveniente para su desarrollo. Se explora a través de una comparativa la relevancia que tiene el establecimiento de la Política Marítima en un País, haciendo especial énfasis a la proyección que esta tiene a lo largo de los años, los intereses marítimos que en ella se establecen, para el desarrollo y crecimiento de este. Por último, se presenta él porque es importante que el estado mexicano defina la visión de Estado que pretende alcanzar, así como los intereses marítimos que sustentan esa visión, estableciendo una propuesta de cuales son intereses marítimos que se deben de considerar, así como las acciones a seguir para establecer la Política Marítima que el país requiere para lograr su máximo desarrollo ycrecimiento.

During the development of this work, it isi ntended to address what is the concept of Public Interests, and the relationship they have with Maritime Interests, as well as define what are Public Policies? and how to identify when dealing with policies with a State vision and with a Government vision, what are the main differences between one and theother, as well as the purposes that each of thesepursues. In the same way, the legal origin of the National Development Plan is raised and what the Mexican State intends to achieve, as well as the fact that its application in maritime matters will or will not be convenient for its development. Through a comparison, the relevance of the establishment of the Maritime Policy in a Country is explored, with special emphasis on the projection that this has over the years, the maritime interests that are established in it, for the development and growth ofthis. Lastly, it is presented because it is important that the Mexican state define the vision of the State that it intends to achieve, as well as the maritime interests that support that vision, establishing a proposal of which are the maritime interests that must be considered, as well as the actions to follow to establish the Maritime Policy that the country requires to achieve its maximum development andgrowth.
