El deber ser de las fuerzas armadas mexicanas, a luz del ius ad bellum

Abstract

Luego de las declaraciones del Presidente de México, Andrés Manuel López Obrador, sobre la creación de la Guardia Nacional y de ponderar la seguridad pública sobre la seguridad y defensa nacionales, retomó frescura el debate en torno a la participación de las fuerzas armadas en los diversos ámbitos de la seguridad: internacional, nacional, interior y pública. El presente trabajo, parte del estudio de los institutos armados y su injerencia en la vida políticosocial del país, abordado desde la perspectiva de interrelación entre el contexto histórico, el escenario geopolítico y la apreciación de los valores y doctrina del Ejército, Fuerza Aérea y Armada nacionales. Todo ello, bajo la premisa de que más que anteponer, se deben nivelar los objetivos fundamentales y coyunturales del trípode de la seguridad. La defensa y seguridad exterior del Estado, es fin único más no último de estas instituciones, ello, en concordia con el derecho internacional, al amparo y a la luz del ius ad bellum o derecho de guerra.

Following the statements of the President of Mexico, Andres Manuel López Obrador, on the creation of the National Guard and weighing public security on national security and defense, the debate around the participation of the forces in the various areas of security - International, National, Interior and Public, resumed refresh. This work, part of the study of armed bodies and their interference in the political-social life of the country, addressed from the perspective of the interrelationship between the historical context, the geopolitical setting and the appreciation of the values and doctrines of the army , national air force, and navy. All this, under the premise that rather than putting, the fundamental and conjunctural objectives of the tripod of security must be levelled. The external defense and security of the State is the only but last purpose of the armed forces, in harmony with international law, under the protection and in the light of the ius ad bellum or right of war.
