El agua en México como recurso estratégico de seguridad nacional

Abstract

El presente texto vincula al recurso hídrico como un elemento constitutivo de la seguridad nacional. En un primer momento se presenta al recurso hídrico como co-sustancial a la formación del Estado. Posteriormente se expone el potencial del recurso hídrico para convertirse en un problema social -debido al desabasto, contaminación e inequidad en su distribución- y se explícita que la integridad, estabilidad y permanencia del Estado mexicano mucho tienen que ver con la capacidad de prevenir, solucionar y en su caso desactivar conflictos derivados del tema hídrico. Finalmente, el Derecho Humano al Agua y las experiencias internacionales en el uso y aprovechamiento del agua son expuestos como mecanismo y referentes, respectivamente, capaces de orientar y apoyar la eficaz y legítima acción estatal en torno a la problemática hídrica nacional.

In this text the authors link the water resource as a constitutive element of the national security. First, the relationship between water resource and the origin of the State is placed. Secondly, the authors expose the potential that the water resource has to become into a social problem –due to pollution, shortage and inequity in its distribution. The integrity, stability and continuity of the mexican state have a strong relationship with the capability to prevent, solve and deactivate –if necessary- water conflicts. Finally the human right to water and international experiences of the water´s use are stated has mechanism and examples that can enhance legitimate state action of the national water policy.
